A substation needs a level, compacted pad that will not give under transformer weight, and access capable of receiving them on a lowboy. Around it go the foundation excavations for structures and towers, and the buried ducting. This is work where grade and compaction are not negotiable: what gets mounted on top does not tolerate settlement.
